Change that to read "m4d communication sk1llz", surely? Anyway, I take it to mean an ability to talk a lot of nonsense that could plausibly mean something if one weren't listening too closely. "Fluency with buzzwords, and commensurate ear for cant are encouraged. As well, a demonstrated proficiency in devising empty phrases is a plus." Probably the candidate should suffer from some mild form of Impressive-Compusive Disorder, thereby making short work of any objections to the nutty ideas all over the place.
