I don't know what that means offhand, not having been a real fan of any of the Star Trek product. I have seen quite a few episodes over the years, however, and deem Picard to be the more reliable officer.

It's too easy to imagine Kirk getting drunk and maudlin and then allowing the vessel to run up against some space stuff. While none can impugn his physical courage, he has a tendency to play fast and loose with regulations, at times putting himself and his crew at risk unnecessarily. Picard, on the other hand, seems to work well with officers and men, has a good understanding of management, and has also shown considerable bravery under fire. He is also rather a pill.
